解 説
touch on ...は「～に言及する、～の話に触れる」です。日本語でも、ある話題に「触れる」という言い方をしますが、英語のtouchも、物理的に何かに「触る、接触する」というほか、言葉で「言及する」というときにも使います。
private sectorは「民間部門、民間セクター」で、public sector「公共部門、公営セクター」と対比する言葉です。
ここでのboostは「押し上げる、促進する、後押しする」という動詞です。boostは名詞として使うこともできます。例えば、give someone a boostと言えば「（高い場所にあるものに手が届くように）人を手伝う」や「人を支援する」という意味です。
