英語タイトルのlaunchは「開始する」、military operationは「軍事作戦」なので、TURKEY LAUNCHES MILITARY OPERATION IN SYRIAは「トルコはシリアで軍事作戦を開始」という意味です。
トルコ軍は、隣接するシリア北部の国境沿いから敵視するクルド人勢力を排除するためとして、国境を越えて軍事作戦を始めました。アメリカの立場と、トルコのシリアにおける動きを英語で学習し、会話でも中東情勢の話題として取り上げてみましょう。

The Turkish military has crossed the border into Syria and launched an operation targeting Kurdish forces there.
Turkish President Recep Tayyip Erdogan said on Twitter the military, along with Syrian units, began an operation in northern Syria against Kurdish forces and terrorists of the Islamic State group. He said the purpose is to prevent a "terror corridor" from being formed along his country's southern border and to bring peace to the region.
Kurdish forces virtually control northern Syria. Turkey says it will remove the Kurds from areas near the border for its security. The country also says it will create a safe zone and have Syrian refugees in Turkey settle there.
Kurdish forces fought alongside U.S. troops against the Islamic State group. But U.S. President Donald Trump effectively gave tacit approval to the Turkish operation after speaking with Erdogan by telephone on Sunday. Some in the United States are criticizing Trump, saying he has betrayed the Kurds.

along with ...は「～とともに、～と一緒に」です。
ここでのunitは「（軍の）部隊」のことです。
against Kurdish forces「クルド人勢力」と、terrorists of the Islamic State group「ＩＳ集団のテロリストに対する」とあるので、今回のトルコ部隊が侵攻した理由として、クルド人勢力だけでなく、テロ組織のＩＳも対象となっていると説明しています。

しかし、ドナルド・トランプ大統領は、日曜日にエルドアン大統領と電話で会談したあと、トルコの軍事作戦を事実上、黙認しました。

解　説

ここでのeffectivelyは「事実上、実際上」という意味です。
tacit approvalは「暗黙の了解」で、give tacit approvalは「暗黙の了解を与える、黙認する」です。
