A Japanese court has issued a rare ruling ordering the government to grant an individual refugee status. The case involves a Sri Lankan man who entered Japan 12 years ago after fleeing his country's civil war.
The man is a minority Tamil. He says he left Sri Lanka because of the risk of being detained or tortured if he was suspected of ties to insurgents.
After arriving in Japan in 2006, he applied to the Justice Ministry for refugee status. He filed a lawsuit when his application was rejected. The man won the case in 2011. The ministry did not appeal the ruling, but again rejected his application.
He filed a second lawsuit in 2015. The ministry argued that the situation in Sri Lanka has improved since the civil war ended in 2009.
In Thursday's ruling, the presiding judge said that minority Tamils still face the risk of detention and torture. She ordered the government to recognize him as a refugee.
