英語タイトルのbillは「法案」、enactは「（法律などを）制定する、成立させる」という意味で、'CASINO BILL' ENACTEDは「『カジノ法案』が成立」です。
カジノを含むＩＲ＝統合型リゾート施設の整備法が７月２０日の夜、参議院本会議で可決・成立したというニュースです。

Earlier on Friday, lawmakers passed a controversial bill legalizing casinos. The ruling coalition says it will prop up the economy, but the opposition claims it could make gambling addiction a more serious problem in the country.
The bill was enacted by the Upper House with the support of the ruling coalition. It cleared the Lower House last month.
The legislation allows operators to open up to three casinos in Japan, but they will have to pay 30 percent of their profits to the state.
Prime Minister Abe's Liberal Democratic Party says resorts with casinos will give local economies a boost by attracting more tourists. But opposition lawmakers say the legislation could increase the number of people with gambling addictions.
Six opposition groups delayed the passage of the bill with a no-confidence motion against the Cabinet. But the ruling coalition, which has a majority in the Lower House, shot it down.

lawmaker「立法者」は、ここでは「国会議員」のことです。
controversialは「論争を引き起こす、物議を醸す」という意味で、賛否両論があるような意見が分かれる内容を表す場合に使います。
ここでのbillは「法案、議案」です。
legalizeは「合法化する」という動詞です。

The ruling coalition says it will prop up the economy, but the opposition claims it could make gambling addiction a more serious problem in the country.

連立与党は、この法案は経済をてこ入れすることになるとしていますが、野党は、国内のギャンブル依存症をより深刻な問題にする可能性があると主張しています。

解　説

the ruling partyと言えば「与党」ですが、現在の日本は自民党と公明党の連立政権なので、the ruling coalition「連立与党」が使われています。
prop upは「（経済などを）支える、てこ入れする」という句動詞で、prop up the economyは「経済をてこ入れする」です。
ここでのoppositionは「野党」のことです。
claimは「主張する」という意味です。日本語では「クレームをつける」などと言いますが、英語のclaimにはそのような意味はありません。
後半部は、it could make A＋B「それ（その法案）はＡをＢにする可能性がある」の形になっているので、it could make gambling addiction a more serious problemは「その法案はギャンブル依存症をより深刻な問題にする可能性がある」です。本文のcouldは、可能性を表します。

enactは「（法律などを）制定する、成立させる」です。
the Upper Houseは「（日本の）参議院」のことです。

解　説

legislationには「立法行為、法律制定」という意味もありますが、ここでは「（制定された）法律」のことです。
openは、ここではカジノを「開く、開業する、開設する」という意味で使われています。
up toに続けて数量を示すと「〜まで、最大〜で、最高〜で」を表します。up to three casinosは「最大で３か所のカジノ」です。

安倍総理大臣の自由民主党は、カジノのあるリゾートはより多くの観光客を引き付けることによって地元の経済の後押しをすることになると述べています。

解　説

the Liberal Democratic Partyは「自由民主党、自民党」の英語名称です。
resorts with casinosは「カジノのあるリゾート」です。この法案の名前である「カジノを含むＩＲ整備法」のＩＲは、Integrated Resort「統合型リゾート施設」の頭文字で、カジノに加え、国際会議場や宿泊施設、レストラン、劇場やショッピングモールなどを一体的に整備した大規模なリゾート施設のことです。
ここでのboostは「押し上げること、後押し」という名詞で、give ... a boostは「～の後押しをする、～に弾みをつける」という意味です。
attract more touristsは「より多くの観光客を引き付ける」です。

But opposition lawmakers say the legislation could increase the number of people with gambling addictions.

しかし野党議員は、法案の成立によってギャンブル依存症の人を増やす可能性があると述べています。

解　説

opposition lawmakerは「野党議員」です。
ここでのcouldはセンテンス２と同じように可能性を表しているので、could increaseは「増やす可能性がある、増やしかねない」という意味です。
the number of people with gambling addictionsは「ギャンブル依存症にかかっている人の数」です。

センテンス 7

Six opposition groups delayed the passage of the bill with a no-confidence motion against the Cabinet. But the ruling coalition, which has a majority in the Lower House, shot it down.

野党６党は内閣不信任決議案によってこの法案の通過を遅らせましたが、衆議院で多数を占める連立与党はこれを否決しました。

解　説

ここでのdelayは「遅らせる」という意味です。
the passage of the billは「その法案の通過」です。
motionは「動議、発議、提案」で、a no-confidence motion against ...は「～に対する不信任案決議案」です。これを提出することによって採決に時間がかかるため、結果として法案の通過を遅らせました。
Cabinetは「内閣」で、この意味ではしばしば頭を大文字で綴ります。the Cabinetは「現内閣」、つまり「安倍内閣」です。
shoot downは「撃墜する」ですが、インフォーマルな用法では「（考えや意見などを）拒絶する、はねつける」という意味で、ここでは「否決する」ことをこのように表現しています。
