Shinzo Abe and Donald Trump held a summit where they discussed a wide range of topics. Abe has been pushing for a multilateral agreement, while Trump wants a bilateral one.
The two leaders agreed to open negotiations on a "Trade Agreement on Goods." And Trump agreed to refrain from imposing tariffs on Japanese cars while the discussions are underway.
Trump has been pushing to narrow what he sees as a trade imbalance between the two countries and had earlier threatened to slap higher tariffs on car imports from Japan.

解 説

解 説
refrain from ...は「～を控える、～をやめる」という意味です。
