He said measures will be taken so that consumption just before and after the hike won't be affected. The government may lift a ban on promotional sales campaigns that offer discounts that match the increase in tax.
Abe said he intends to draw up guidelines allowing stores to set flexible prices in the period around the time of the hike.

安倍総理大臣は閣僚たちに、その影響を軽減するための対策を講じるように指示しました。

解　説

Cabinet ministerは「（日本や英国などの）閣僚」のことです。
take stepsは「手段を取る、対策を講じる」という意味です。この文脈でのstepsは、measuresで言い換えることもできます。
its impact「その影響」とは「消費税引き上げの影響」で、ease its impactは「消費税引き上げの影響を軽減する」です。

解　説

the rateは「その割合」ですが、ここでは「消費税率」を指しています。
