アメリカの第４１代大統領を務めたブッシュ氏が１１月３０日に亡くなりました。

ここでのserveは「務める」という意味です。
officeは「権威ある地位、役職」のことです。take officeなら「就任する」、hold officeやbe in officeなら「在任している」です。また、the party in officeと言えば「政権党」です。

go on to ...は「続けて～する、次に～する」です。
「２度～した人、２度～になった人」を、two-time ...と表現することがあります。two-time vice presidentは「副大統領を２期務めた人」です。a two-time Wimbledon championなら「ウィンブルドンで２度の優勝経験のある人」です。「３度～した人」なら、three-time ...で表せます。
