Prince Akishino made the comment at a news conference ahead of his birthday on Friday. He was speaking about what is known as the Daijosai rite.

解 説
make a commentは「発言する」ですが、その内容がすでに紹介されているのでthe commentとなっています。

what is known as ...は「～として知られるもの」という定型的な表現で、一般には浸透していない名称などを紹介するときに、しばしばこの表現を加えます。
