NEW CONGRESS MEETS DEFIANT TRUMP

 

英語タイトルのcongressは「（アメリカ）議会」、meetは「困難な事態にあう、難題に対処する」、defiantは「挑戦的な」という意味で、NEW CONGRESS MEETS DEFIANT TRUMPは「（アメリカの）新しい議会が挑戦的なトランプ大統領に直面」です。
トランプ大統領は国民からの審判の場となった去年１１月の中間選挙で、議会上院で多数派を維持したものの、下院では民主党に多数派を奪還され、議会は「ねじれ」の状態となっています。
メキシコとの国境沿いの壁の建設費をめぐる与野党の対立を、英語で学習してみましょう。

A partial U.S. government shutdown is nearing its second week with no end in sight. As a new Congress began, President Donald Trump indicated he wouldn't support funding the government without money for a wall on the Mexican border.

Trump spoke during an abrupt appearance at the White House press briefing room. He said the wall is needed to stop illegal immigration and added that "the people of our country want it." He then left without taking questions.
The new Congress was sworn in on the same day. Democrats took back control of the House after last year's mid-term elections.
Just after the president's remarks, they passed a plan to reopen the U.S. government without funding for a wall. It's unlikely the bill will pass in the Republican-controlled Senate, prolonging the deadlock that has shuttered numerous government agencies.

解　説

partialは「部分的な、一部の」という意味です。
ここでのgovernment shutdownは「政府機関の閉鎖」です。最後のセンテンスには、government agencies「政府機関」という表現が出てきます。
ここでのnearは「近づく」という動詞です。
with no end in sightは「終わりの見通しが立たない状態」、つまり「いつまで続くのか見当がつかない状態」という意味です。アメリカの政府機関の一部の閉鎖（例えば、国立公園のゴミ清掃ができないなど）について、それがいつまで続くのか事態の打開の見通しが立たないことをこのように表現しています。

解　説

a new Congressは「新しい議会」です。２０１９年１月３日に開会した新しい議会は、上院で共和党が多数、下院で民主党が多数を占めている、いわゆる「ねじれ議会」になっています。
wouldn't supportは「支持しない」です。
fund the governmentは「政府機関に資金提供する」という意味です。
without money for a wallは「壁の（建設）費用が（認められ）ないならば」です。
トランプ大統領は、壁の建設費用が盛り込まれなければ、予算案の成立に必要な署名をしない考えを示しました。

解　説

ドナルド・トランプ大統領の発言です。
barrierは「防壁、フェンス」です。
you can call it whatever you wantは「（望むように）何とでも呼ぶことができる」という意味です。
protectionは「防護するもの、保護するもの」です。

解　説

abrupt appearanceは「突然姿を見せること」です。
press briefingは「記者会見」、press briefing roomは「記者会見室」です。
トランプ大統領は１月３日、予告なくホワイトハウスの記者会見室に姿を見せ、壁の建設の必要性を強調しました。

センテンス 5

He said the wall is needed to stop illegal immigration and added that "the people of our country want it." He then left without taking questions.

トランプ大統領は不法移民を阻止するには壁が必要であると述べ、「アメリカ国民がそれを望んでいる」と付け加えました。そして、質問に答えることなく（会見室を）あとにしました。

解　説

illegal immigrationは「不法移民」です。immigrationには「移住、移民、入国審査、入国管理」などの意味がありますが、この文脈では「移民」です。
take questionsは「質問を受ける」です。

センテンス 6

The new Congress was sworn in on the same day. Democrats took back control of the House after last year's mid-term elections.

新しい議会が同じ日に招集されました。民主党が去年の中間選挙で、下院の支配権を取り戻しました。

解　説

swear in は「宣誓させ就任させる」という意味で、このセンテンスのように受け身でbe sworn in「宣誓して就任する」として良く使われます。ここでは議会が主語ですから、「議会が招集される」ことを表しています。
on the same day「同じ日に」とはトランプ大統領が会見した日と同じ日ということで、具体的には１月３日のことです。
take back control of ...は「～の支配権を取り戻す」という意味です。
the Houseは「アメリカの下院」のことで、the Lower Houseとも言います。正式にはthe House of Representativesです。
mid-term electionsは「中間選挙」です。去年は１１月６日に行われ、下院で民主党が多数派となりました。

大統領の発言のすぐあとで、下院では壁の建設費を含めずにアメリカの政府機関を再開する案を通過させました。

解　説

ここでのremarkは「発言」という名詞です。remarkは、動詞として使うこともできます。
theyは、前のセンテンスに出てきたDemocrats「民主党員」が多数を占める下院のことです。
a plan to reopen the U. S. government without funding for a wallは「壁の建設費を含めずにアメリカの政府機関を再開する予算案」という意味です。

センテンス 8

It's unlikely the bill will pass in the Republican-controlled Senate, prolonging the deadlock that has shuttered numerous government agencies.

その法案は共和党が支配する上院で通過する見込みはないので、数多くの政府機関を閉鎖しているこう着状態を長引かせることになります。

解　説

it's unlikely ...は「～する見込みはない、～することはありそうにない」という意味で、可能性が低いことを表します。
the Senateは「（アメリカの）上院」のことで、the Upper Houseとも言います。
prolongは「長引かせる」、deadlockは「こう着状態、行き詰まり」です。
ここでのshutterは「シャッターを降ろす、閉鎖する、一時休業する」という動詞です。
