米大統領のロシア疑惑 “確認できず”

英語タイトルのDOJ: NO TRUMP-RUSSIA COLLUSIONは「司法省、大統領とロシアの共謀なしと述べる」です。DOJは、Department of Justice「司法省」の略です。
アメリカのいわゆる「ロシア疑惑」をめぐり、バー司法長官は、２年近くにわたって捜査にあたったモラー特別検察官による捜査結果についての概要を発表し、最大の焦点だったトランプ陣営とロシアとの共謀は認定されなかったと明らかにしました。一方、野党・民主党は「潔白は証明されていない」として、今後、議会を舞台に追及を強める構えです。
大統領と民主党の解釈の違い、司法長官の微妙な言葉遣いなどから、駆け引きを概観してみましょう。

Turning to the U.S., Democrats are vowing to push for more information about a special counsel investigation that apparently concluded the president's campaign did not "conspire or coordinate" with Russia during the 2016 presidential election.
The attorney general has handed over a four-page summary of Robert Mueller's findings to Congress. Trump described it as a "complete and total exoneration," but leading Democrats disagree.

Democrats are expected to pick up on the issue of obstruction of justice. The attorney general concluded that there's not enough evidence to show that a crime took place, but noted that Mueller did not exonerate Trump, either.
Democrats want to see Mueller's full report. The attorney general has said he will release as much as he can.

解　説

vow to ...は「～することを誓う」です。
push for ...は「～を強く要求する、～が得られるよう努力する」です。
special counselは「特別検察官」です。special counselは司法長官や州の検事総長を補佐して事件の捜査をするのが任務です。１０年以上にわたってＦＢＩ（連邦捜査局）長官を務めたロバート・モラー氏は、２０１７年５月にいわゆる「ロシア疑惑」を捜査する特別検察官に任命されました。
apparentlyを辞書で引くと、大きく分けて「一見したところ」と「明らかに」という意味が載っています。多くの場合は前者の意味で使われ、ここでも「一見したところ、見たところ」という意味です。

解　説

hand over A to Bは「ＡをＢに引き渡す、ＡをＢに手渡す」です。
summaryは「要約」です。
findingは、動詞find「見つける」に-ingを付けてできた名詞ですが、「調査（捜査）結果、発見物、研究成果」という意味では、多くの場合sを付けて複数形にして使います。
捜査報告書は、司法省の規定にもとづき、モラー特別検察官からバー司法長官に機密文書として提出されました。司法長官は、連邦議会の上下両院の司法委員会に報告書の内容を報告することになっていますが、どのような形で報告するかは司法長官の判断に委ねられています。

トランプ大統領はこれを、「完全な潔白」であると評しました。しかし、有力民主党員は異議を唱えています。

解　説

describeは、物事や出来事の印象を言葉で鮮明に伝えるというときに使います。describe A as Bは「ＡをＢと描写する、描く、ＡをＢと評する」です。
exonerationは「容疑を晴らすこと」という名詞です。センテンス６には、exonerate「容疑を晴らす」という動詞形が出てきます。
completeとtotalは似たような意味ですが、強調のためcomplete and total（またはtotal and complete）と並べて使うことがあります。類語を並べて用いる例としてはほかに、terms and conditions「（契約の）条件」や、safe and secure「安心、安全」などがあります。
ここでのleadingは「有力な」という形容詞です。leading Democratsは「有力な民主党員」で、その１人が次の発言者のジェロルド・ナドラー議員です。

解　説

議会下院の司法委員会の委員長を務める野党・民主党のジェロルド・ナドラー議員の言葉です。
ここでのamount to ...は「～を意味する、結局～になる、要するに～になる」という意味です。
so-calledは「いわゆる」です。
they answerのtheyは、his conclusionsを指しています。調査・捜査・研究などによって「答えより、ますます多くの疑問が生じる、解明どころか謎がいっそう深まる」と言いたいとき、questionと動詞または名詞のanswerをセットで使って、The report raises more questions than it answers.とか、The investigation brought more questions than answers.のようにも表現できます。

民主党は、司法妨害の問題を追及すると見られます。

解　説

(be) expected to ...は「～すると予想される、～することになっている」です。
ここでのpick up on ...は「～の話題に戻って論じる」です。この意味では、go back to ...や、return to ...と言うこともあります。
トランプ大統領は、ＦＢＩのコミー前長官に捜査の中止を求めた司法妨害の疑いがもたれています。

司法長官は、犯罪が起きたことを証明する十分な証拠はないと結論づけましたが、モラー特別検察官がトランプ大統領の容疑を晴らしたわけでもないと述べました。

解　説

take placeは「起きる、発生する」という意味です。
センテンス３で使われていたexonerationの動詞形が、本文のexonerate「容疑を晴らす」です。
文末のeitherは、１つの否定（there is not enough evidence）にもう１つの否定（Mueller did not exonerate Trump）を続けるときに用います。「～もまた～ない」です。

民主党は、モラー特別検察官の報告書の全文を見たいとしています。司法長官は、可能なかぎり公表するつもりだと述べました。

解　説

full reportは「報告書の全文」です。fullは、省略や不足部分のない「完全な」（complete）という意味です。例えば、full refundなら「全額払い戻し」、full storyなら「詳しい話、（出来事の）全容」、full viewなら「全景」です。
releaseは「公表する、発表する」です。release a reportなら「報告書を発表する」です。
