日本の“幸福度” ５８位に後退

英語タイトルのNORDIC COUNTRIES WORLD'S HAPPIESTは「北欧諸国、世界で最も幸福」です。英文ニュースの見出しでは、主語と補語をつなぐbe動詞がしばしば省略されます。Nordic countriesの次にareを補ってNordic countries are (the) world's happiestとすると理解しやすくなります。
今回は、国連がまとめた「世界の幸福度ランキング」に関するニュースを見ていきます。rankをはじめ、topやcome inなど「順位づけ」に関する英語表現を学び、幸福の基準とは何かについて英語でディスカッションしてみましょう。

The latest report on the world's happiest places to live says people in Nordic nations are most satisfied with their lives, because of high-quality social welfare and education.
The World Happiness Report is produced by the UN Sustainable Development Solutions Network. It ranks 156 countries and territories by how happy their citizens consider themselves. The annual study is also based on factors such as per capita gross domestic product, life expectancy, and social freedom.
Finland topped the list for a second straight year. Denmark came in second, followed by Norway in third place.
Japan came in 58th place, down four from last year. It ranked highly in terms of the number of years people can live in good health, but got low marks for social freedom and generosity.
South Sudan was ranked the lowest. A peace treaty was finally concluded last August after many years of conflict in the country.

解　説

形容詞lateには「遅い」というほかに「近頃の、最近の」という意味があり、この最上級がlatest「最新の、直近の」です。
Nordicは形容詞として「北欧の」、名詞として「北欧人」などを指し、冬を代表するスポーツ、スキーの競技種目としての「ノルディック」もこの単語です。
satisfyは「満足させる」という他動詞で、受動態（受け身形）にしたbe satisfied with ...は「～に満足している」という表現です。
welfareは「福祉」で、social welfareは「社会福祉」です。生活保護などの「福祉で暮らす」と言うときには、live on welfareという表現をよく使います。「生活保護給付」や「福祉給付」なら、welfare benefitsです。

解　説

今回のテーマとなる報告書が、The World Happiness Report「世界幸福度報告」です。毎年この報告書をまとめているのが、国連のSustainable Development Solutions Network「持続可能な開発ソリューション・ネットワーク」です。
U.N.は、the United Nations「国際連合」の頭文字を取ったabbreviation（略語）です。
ここでのrankは他動詞で、「～に順位をつける、格づけする」という用法です。

The annual study is also based on factors such as per capita gross domestic product, life expectancy, and social freedom.

この年次研究はまた、１人あたりの国内総生産や平均余命、そして社会の自由度などの要因に基づいています。

解　説

be based on ...は「～に基づいている」という表現です。
per capitaはラテン語からきた統計用語で、「１人あたり」です。ラテン語caputが英語のhead「頭」であり、その複数形がcapitaです。perは「～あたり」を示します。
gross domestic product「国内総生産」は経済統計にしばしば用いられるもので、GDPとして知られています。
life expectancyは「平均余命」です。expectancyが「予測値」であることから、ある年齢の人々があと何年生きられるかという統計上の予測値が、life expectancyです。

解　説

順位を説明する表現を見てみましょう。
ここでのtopは「～の首位になる」という意味で、目的語を取る他動詞として用いられています。
come in ...は「～位に入る」という表現です。secondやthirdなど、任意の序数を入れることができます。
文末のin third placeも同様に、in ... placeとして、序数とともに使うことが可能です。

日本は５８位で、去年より４つ順位を下げました。健康に生きられる年数に関して日本は上位に入りましたが、社会の自由度や寛大さという点では評点は低いものでした。

解　説

in terms of ...は「～に関しては、～の観点では」という表現です。
in good healthは「健康で」という定型的な言い方で、反対の意味はin bad healthや、in poor healthなどで表せます。
ここでのgenerosityは「（他人に対する）寛大さ」という意味です。
５８位の日本は主要７か国で最下位で、アジアでは２５位の台湾、３４位のシンガポール、５４位の韓国などを下回りました。

South Sudan was ranked the lowest. A peace treaty was finally concluded last August after many years of conflict in the country.

南スーダンが最下位でした。この国では長年にわたる紛争を経て、去年８月にようやく和平合意が結ばれました。

解　説

センテンス２で解説したように、rankは目的語を取る他動詞で、ここでは目的語South Sudanを主語にして受け身形となっています。rankには自動詞としての用法もあり、rank firstやrank secondのようにrank＋序数、あるいは本文のようにthe lowestなどの順位を示す表現とともに用いることができます。本文は、South Sudan ranked the lowest.と言うこともできます。
南スーダンは２０１１年にスーダンから分離独立しましたが、その後も諸勢力間の争いが収まらず、２０１８年にようやく和平合意が結ばれました。
