解 説
センテンス１のTheresa Mayを、ここではthe British prime ministerと言い換えています。
step downは「身を引く、辞任する」です。タイトルとセンテンス１で使われているresignationの動詞形resignと、だいたい同じ意味です。step down as ...は「～の地位を降りる、～から身を引く」です。
timeを使わずに、in two weeksとしても「２週間後」という意味になりますが、「～以内」と誤解されるおそれがあるときは、本文のようにin two weeks' timeとするのが無難です。
