contentiousは「議論を巻き起こす」という形容詞です。
extradition billのextraditionは「引き渡し」、billは「法案」です。日本では「引き渡し条例」と呼ばれています。
crackdownは「取り締まり」です。
このセンテンスは、... extradition bill、the bill led to large-scale protests and crackdowns、Carrie Lam is saying ...、と３文に分けると理解しやすくなります。
loud and clearはこの形でよく使われる熟語で、「はっきりと、明瞭に」という意味です。必ずしも声や音の聞こえ方だけに使うのではなく、explain loud and clear why ...「なぜ～なのかはっきりと説明する」などのように比喩的に用いることもあります。

解　説

センテンス１にも登場した香港政府トップ林鄭月娥行政長官の、記者会見での言葉です。記者会見は６月１８日火曜日の午後に行われました。
ここでのshoulderは「負う、引き受ける」という意味です。
controversyは「議論」です。ちなみに、controversial「議論を巻き起こす」と言えば、センテンス１のcontentious「議論を巻き起こす」の類語です。

センテンス 3

火曜日の記者会見で、林鄭行政長官は、法案が撤回されるとまでは述べませんでしたが、論争が解決するまで審議はしないと約束しました。

go so far as to say ...は「～とまで言う」という表現です。
ここでのwithdrawは「撤回する」です。
put ... on the tableは「～を審議する」という表現です。
resolveは「解決する」です。

解　説

admitは「認める」です。
ここでのreviveは、他動詞で「復活させる」です。reviveには、自動詞で「復活する」という用法もあります。
current termは「現在の任期」という意味です。
legislative councilは、香港の「立法会」のことです。
長官は改正案について「成立する可能性は極めて低い」と述べ、事実上、廃案になるという認識を示しました。

センテンス 5

The proposed bill would allow people in Hong Kong to be sent to mainland China for trial.

提案された法案では、香港の人々を裁判のために中国本土に引き渡せるようになります。

解　説

proposed billは「提案された法案」です。
mainland Chinaは「中国本土」です。
助動詞wouldが用いられているのは、仮に法案が現実のものとなった場合を想定した、仮定法の文であるからです。
ここでのtrialは「裁判」のことです。この条例の改正案では、香港で容疑者の身柄を中国本土にも引き渡せるようになります。

センテンス 6

Earlier on Saturday, Lam had announced that the bill would be suspended indefinitely.

これに先立ち土曜日に、林鄭長官は法案を無期限で延期すると発表していました。

解　説

indefinitelyは「無期限に」です。
