解　説

the Financial Services Agencyは「金融庁」のことです。agencyは「代理店」というイメージの強い語ですが、政府などの行政上の機関、～庁、局などの意味もある語です。例えばCIA「米国中央情報局」はCentral Intelligence Agencyの略で、やはりagencyが使われています。
ここでのpanelは、金融庁の「審議会」です。日本語でも討論者のことを「パネリスト」というように、あることを一緒にする一団の人々のことをpanelと言います。
「退職者、年金受給者」を表すretireeは、retire「退職する」に人を表す接尾辞-eeが付いたものです。

解　説

provokeは「引き起こす、誘発する」です。

解　説

financial services ministerは金融政策を担当する内閣府特命担当大臣のことで、金融担当大臣や金融担当相と呼ばれます。
waste no time doingは、無駄にする時間がないほど「すぐに～する、できるだけ早く～する」という表現です。例えば、He wasted no time finding himself a new girlfriend.と言えば「彼は元の彼女と別れてからすぐに新しい彼女を作りました」です。
in line with ...は「～に一致して」という表現で、ここでのlineは「行動・思考の方針」という意味です。We think along the same lines.と言えば「私たちは同じような考えを持っています」です。
