Japan's antitrust regulators are investigating major online mall operator Rakuten over its plan to offer customers free shipping. NHK has learned that the Fair Trade Commission searched the offices of the Tokyo-based company on Monday.
Regulators suspect Rakuten may be violating the antimonopoly law by abusing its dominant position to force merchants to go along with the plan. The company wants to make deliveries free from mid-March on orders worth 3,980 yen or more. That's about 36 dollars.
Merchants say their businesses will suffer if they have to bear the cost of the free deliveries. Around 4,000 vendors have signed a petition calling for an investigation.
Rakuten CEO Hiroshi Mikitani said last month that he's determined to go ahead with the free shipping plan. The firm says it will cooperate fully with the antitrust probe.

解　説

NHK has learned that ...は「ＮＨＫでは（取材によって）～が分かった、情報として入手した」という意味です。
searchには「捜索する、検査する」という意味があり、ここでは「立ち入り検査をする」ことをこのように表現しています。
the Tokyo-based company「その東京に本社がある会社」は楽天のことです。本社は東京都世田谷区にあります。

解　説
