解　説

spendingは「支出」ですが、ここでは特に、センテンス２にも出てきたdefense spending「防衛費」を指しています。
rise by ... dollarsは「～ドル増加する」です。
an amount almost as big as ...は「～とほぼ同じ大きさの額」です。アメリカの防衛費の増加額を英国の防衛予算全額と比較し、前者の額の大きさを説明しています。ただし、almostが加わっていることから、as big as「ほぼ同額」に近いけれども、若干少ない金額であるというニュアンスになります。
