英語タイトルのGOVT. PADDED DISABLED STAFF ROLLSは「政府が障害者の職員名簿を水増し」です。
中央省庁の８割にあたる行政機関で、障害者雇用の水増し人数が３,４６０人に上っていたという調査結果が発表されました。
今回のニュースには「水増し」に相当する英語が、形を変えて繰り返し登場します。pad、overstate、inflateなどの動詞に注意しながら、この問題の内容を英語で読み取ってみましょう。

Japan's labor minister has issued an apology after it emerged that a majority of government ministries and agencies have been overstating the number of people with disabilities they hire. A government probe found that the government as a whole was falling short of the legally required ratio.
The probe revealed that 80 percent of ministries and agencies had filed misleading reports. It said they were padding the numbers by counting those with illnesses such as diabetes. 解　説

labor ministerは、日本の「厚生労働大臣」を指しています。なお「厚生労働省」の正式名称は、Ministry of Health, Labour and Welfareです。
emergeは「現れる、表に出てくる」という動詞ですが、比喩的に「（問題などが）浮かび上がる、明るみに出る」という使い方もされます。
overstateは「（数字などを）大きく見せる、誇張する」という動詞で、ここでは、タイトルに出てくるpadや後述のinflateと同じ「水増しする」という意味で用いられています。
people with disabilitiesは「障害のある人々」、つまり「障害者」です。disabled peopleも意味は同じですが、ニュアンスとして嫌悪感を与える場合があるとされ、people with disabilitiesがより婉曲的で道徳的に好ましいという意見があります。

センテンス 2

A government probe found that the government as a whole was falling short of the legally required ratio.

政府による調査の結果、政府全体として法的に義務づけられている比率に達していなかったことが判明しました。

解　説

government probe「政府による調査」は、水増し問題を受けて厚生労働省が行ったものを指しています。法的に定められた目標を「水増し」という不正な手段で達成しようとした疑いが出てきたため、全省庁に対して調査が行われました。
legally requiredは「法的に義務づけられている、法律で要求されている」という表現です。
ここでのratioは、障害者の「比率」として用いられています。
fall short of ...は「～に達しない、下回る」という表現です。

センテンス 3

その調査が明らかにしたのは、８割の省庁が誤解を与えかねないような報告を行っていたことです。

解　説

動詞revealは「明らかにする、暴露する」という意味ですが、「これまで見えなかったものを明るみに出す」というニュアンスがあります。
misleadingは「誤解を与えかねない、人を惑わす」という形容詞です。

センテンス 4

It said they were padding the numbers by counting those with illnesses such as diabetes.

これらの省庁は、例えば糖尿病などの病気を抱える職員も算入して、数字を水増ししていたということです。

解　説

itは、the probe（前述の厚労省による調査）を指しています。
ここでのpadは「（数字などを）水増しする、膨らませる」で、センテンス１のoverstateと同じ用法です。
ここでのthoseは「人々」で、those with illnessesは「病気を抱える人々」です。
diabetesは「糖尿病」で、「糖尿病患者」ならdiabeticと言います。

センテンス 5

The offices added a total of 3,460 people who weren't recognized as disabled.

これらの省庁は、合計３,４６０人の障害者と認定されなかった人々を加算していました。

解　説

the officesは、問題となっているministries and agencies「省庁」を言い換えています。
recognize A as Bは「ＡをＢと認定する」で、people who weren't recognized as disabledは「障害者と認定されなかった人々」です。

センテンス 6

When the numbers were counted correctly, the percentage of government workers with disabilities fell below the legally required ratio of 2.3 percent.

数字を正確に数えたところ、障害を持つ政府職員の割合は、法的に義務づけられている２.３パーセントを下回っていました。

解　説

whenは接続詞で「～する場合は」という意味ですが、ここでは過去のことを言っているので、「数字を正確に数えてみたところ」となります。
fall below ...は「～を下回る」で、センテンス２のfall short of ...と同じ意味です。

センテンス 7

The labor minister says he'll ask an investigative panel to determine whether the inflated numbers were intentional or the result of a misunderstanding.

厚生労働大臣によれば、数字の水増しが意図的なものだったのか、それとも何らかの誤解による結果だったのかは、調査委員会に依頼して見極めるということです。

解　説

investigative panelは「調査委員会」です。
determineは「見極める、判断する」という動詞で、whether以下の内容を目的語としています。
inflateも、padやoverstateと同様に「水増しする」という動詞として使われています。過去分詞としてnumbersを修飾し、inflated numbersは「水増しされた数字」を指しています。

センテンス 8

He urged all ministries and agencies to make sure their workforces have the legally required percentage of disabled people this year.

大臣は全省庁に対し、今年は法的に義務づけられている障害者雇用の割合を確実に満たすよう要請しました。

解　説

he「彼」は、厚生労働大臣を指しています。
urge A to do ...は「Ａに対して～するよう要請する、促す」という表現です。
make sure (that) ...は、that以下の内容を「確実なものにする」という意味です。
